My brother just picked up the Special Edition at EB Games today. Comes with a dvd, a book, and a cool tin coin that he game me.

It's a pretty decent game from everything I've seen. Unfortunately it doesn't have multiplayer support :( Bethesda has been working pretty hard on this game for quite a while but I think they went overboard a little on a few of the "gimmicks":
Bloom... they are using a LOT of it and it detracts from gameplay imo.
Pixel Shader. Unfortunately they haven't taken good advantage of PS3.0 that is available with DX9
Their normal mapping on the faces is a bit flat too... almost plastic looking.

Other than this and a few more issues, it should be a great game. Hopefully they do better with the storyline than they did in Morrowind. Sometimes being too open ended can give you a feeling of a very small fish in the pond.
